New DAFS Increase NJDEP's Soil IGW and SPLP Criteria

NJDEP adopts EPA's latest Dilution Attenuation Factors (DAF) which have increased from 13 to 20. With some exceptions, this proportionally increases NJDEP's soil Impact to Groundwater (IGW) and SPLP criteria, thereby easing soil cleanup standards for a variety of contaminants.
